Immigrate to Canada from Dubai & the UAE — 2026 Guide

This page is for expats living and working in Dubai, Abu Dhabi, and Sharjah — primarily Indian, Pakistani, Sri Lankan, and other professionals on UAE residence visas. Your UAE work experience counts fully for Canada PR. VMC's licensed RCICs help UAE-based expats navigate Express Entry, Atlantic Immigration, and PNP streams.

WHY CANADA FOR UAE EXPATS

Why Dubai and UAE Expats Choose Canada

UAE residency is tied to an employer's sponsorship. Canada offers what the UAE cannot — permanent residency, citizenship, and a secure long-term future for your family.

Permanent Home vs Temporary Visa

UAE residency (Iqama/residency visa) expires when you leave your job. Canadian PR is permanent — you can stay regardless of employment status, switch jobs freely, and eventually apply for citizenship.

Healthcare and Social Services

Canada's universal healthcare system means your family has access to medical care without the large private health insurance costs common for expats in Dubai. School and university for children are publicly funded.

South Asian Communities

Mississauga, Brampton, and Calgary have large Indian and Pakistani Muslim communities — the same nationalities that make up most of Dubai's expat workforce. Adjustment to Canadian life is typically smooth.

UAE Savings Advantage

UAE salaries often include no income tax, housing allowance, and annual air tickets. Many UAE-based expats have significant savings in AED that convert favourably to CAD. IRCC's settlement funds requirement is typically easy to meet for UAE professionals.

UAE Work Experience Fully Counted

There is no difference between working in Dubai and working in New York for Canadian PR purposes. Every year of skilled work in the UAE counts exactly as it would from any other country in the Express Entry CRS.

Children's Future

Canadian citizenship provides your children with a stable, secure identity independent of visa status. Children who grow up in Canada gain citizenship through 3 years of PR residency and a Canadian passport opening doors worldwide.

BEST PATHWAYS FROM UAE

Top Immigration Programs for UAE Expats

Express Entry — Federal Skilled Worker (FSW)

MOST COMMON

The most popular pathway for UAE expats. Your UAE work experience counts fully. You need 1 year of skilled work experience, CLB 7 language, and WES ECA for your home country degree. You apply from Dubai — no need to be in Canada.

Atlantic Immigration Program (AIP)

ATLANTIC

A very strong option for UAE expats who are flexible on province. Atlantic Canada (Halifax, Moncton, Saint John) requires a job offer from a designated employer. Less competitive than Ontario/BC — many UAE professionals find AIP faster and more predictable.

Provincial Nominee Programs (PNP)

PROVINCIAL

Saskatchewan, Manitoba, and Alberta have pathways for skilled workers. Alberta's close relationship with the energy sector (Dubai → Alberta oil/gas connection) makes it particularly relevant for UAE energy sector professionals.

Rural Community Immigration Pilot (RCIP)

RURAL

UAE professionals willing to settle in rural Canada (and genuinely commit to the community) can apply through RCIP with a qualifying job offer. Less competitive than major urban pathways and often faster.

THE PROCESS

Dubai to Canadian PR — Step by Step

You can complete most of this process while living and working in the UAE.

1

Take IELTS in Dubai

IELTS test centres operate across Dubai, Abu Dhabi, and Sharjah. Book IELTS General Training. Target CLB 9 (7.0 per band). Results in approximately 2 weeks.

2

WES ECA for Home Country Degree

Get an ECA for your Indian, Pakistani, or other nationality degree from WES. Send transcripts from your home country university. Allow 60–90 business days.

3

UAE Police Certificate

For PR applications, a UAE police clearance certificate from the General Directorate of Residency and Foreigners Affairs is required. VMC advises on the exact UAE clearance process.

4

VMC Assessment from Dubai

VMC conducts consultations by video/phone. VMC calculates your CRS, reviews your UAE employment history, and recommends your strongest PR pathway.

5

Create Express Entry Profile

VMC creates your profile from Dubai. Employment records from UAE employers (experience letters on letterhead, salary, start/end dates, duties) are required.

6

Apply for PR — Land and Activate

After ITA and completing the application, receive PR approval. Make a landing trip to Canada to activate PR status before COPR expires (typically within 1 year). Then return to UAE if needed or settle in Canada.

UAE-SPECIFIC CONSIDERATIONS

UAE-Specific Challenges and How VMC Helps

UAE Employment Letters

UAE employers must provide experience letters confirming start date, end date, position, salary, hours/week, and duties. Some UAE companies issue letters in Arabic — VMC advises on certified translation requirements.

Multiple Nationalities

UAE expats often hold Indian, Pakistani, Sri Lankan, Lebanese, or other passports. The CRS assessment uses your home country credentials. VMC ensures the correct passport and degree credentials are used.

UAE Police Clearance

UAE police clearance from General Directorate in Dubai/Abu Dhabi is required for applicants who have lived in the UAE for 6+ months in the last 10 years. VMC guides clients on obtaining this certificate.

No CPP/EI Contributions

UAE expats have not contributed to Canada Pension Plan or Employment Insurance. This is not a problem for immigration but does affect long-term retirement planning. VMC advises on financial planning considerations for new Canadian PRs.

Family Transition Planning

Many UAE-based families have children in school. VMC advises on optimal timing for family relocation, school enrollment in Canada, and how to manage the transition from UAE to Canada schools.

Arabic Skills Bonus

Applicants with proficiency in both English and French get significant CRS bonuses. If you also have Arabic or other language skills with some French, consider a French language course — even CLB 7 French + strong English adds 25–50 CRS points.
