Study Permit Canada 2025 — Navigate New Rules With Expert RCIC Guidance
2025 Study Permit Landscape
Study permit caps and provincial attestation letters (PAL) are central to 2025. Since January 2024, most college and university students need a Provincial Attestation Letter (PAL) from their institution. Working hours for students are up to 24 hours per week during the academic session (as of November 2024). SDS (Student Direct Stream) and non-SDS requirements have been updated; VMC keeps clients informed of current rules.
PAL Explained — Provincial Attestation Letter
A PAL confirms that your enrollment is within your province's allocation under the federal cap. Your designated learning institution (DLI) or province provides it. Master's, PhD, K-12, and some other students are exempt. VMC confirms whether you need a PAL and how to obtain it before you apply.
SDS vs Non-SDS
SDS — Available to students from eligible countries; requires PAL (if applicable), language results, upfront medical, and GIC. Faster processing (about 20 business days). Non-SDS — For other applicants; processing times vary by country. Both require an acceptance letter from a DLI and proof of financial support.

Working While Studying
On-campus work does not require a separate permit. Off-campus work is allowed up to 24 hours per week during the academic session and full-time during scheduled breaks. Co-op or internship work requires a co-op work permit.
Pathway from Study to PR
Typical path: Study at a DLI → Graduate → PGWP → gain Canadian experience → apply through Express Entry (CEC) or PNP → PR. Many clients achieve PR within about 4–6 years from starting their studies. VMC guides you through each step.
Common Refusal Reasons & VMC's Approach
Common reasons include insufficient financial proof, weak study plan or unclear academic purpose, and ties to home country not established. Missing PAL (when required) can also lead to refusal. VMC reviews every application before submission to address potential officer concerns.
Minor Child Study Permits
Minor children studying in Canada may need a study permit depending on their situation. K-12 students in some streams are exempt from the PAL requirement. VMC can advise on your child's eligibility and required documents.
