What is a Procedural Fairness Letter?
A Procedural Fairness Letter (PFL) is IRCC's way of saying: “we are about to refuse, unless you change our mind.” It sets out the officer's concerns and gives you one chance to respond before a final decision.
A PFL is not yet a refusal, but ignoring it or sending a weak, emotional reply almost always leads to refusal — and can trigger misrepresentation findings. A structured, evidence-based response can reverse the outcome.
