Parents & Grandparents Program (PGP) Canada 2025

What is the PGP?

The Parents and Grandparents Program (PGP) allows Canadian citizens and permanent residents to sponsor their parents and grandparents for permanent residence. Because demand exceeds the number of spots, IRCC uses an intake process (often a random selection or "lottery") to invite sponsors to apply.

Intake Process (Interest to Sponsor)

IRCC opens a window for potential sponsors to submit an "interest to sponsor" form. After the window closes, IRCC randomly selects a set number of sponsors and sends them an invitation to apply. If you are invited, you must submit the full application by the deadline. Missing the deadline means you lose the opportunity for that round.

2025 PGP Intake Update

PGP intake details (dates, quotas) are announced by IRCC each year. Check IRCC's website for the latest 2025 intake. VMC keeps clients informed and helps invited sponsors prepare complete applications on time.

Income Requirements (LICO + 30%)

You must meet the minimum necessary income for the three most recent tax years. The amount is based on LICO (Low Income Cut-Off) plus 30%, and depends on your family size (including the parents/grandparents you are sponsoring). You provide CRA Notices of Assessment (or equivalent) as proof. IRCC publishes the amounts each year.

Super Visa as an Alternative

While waiting for PGP or if you were not invited, your parents or grandparents can apply for a Super Visa to visit Canada for up to 5 years per entry. This allows extended stays without permanent residence. Many families use both options.

Processing Time After Invitation

After you submit a complete PGP application, processing can take several years depending on the visa office. IRCC provides processing time estimates. VMC helps you submit a complete application to avoid delays.

Documents Needed

Invited sponsors must submit application forms, proof of relationship, proof of status in Canada, and proof of income (Notices of Assessment for three years). The sponsored parents/grandparents need identity documents, medical exams, and police certificates. VMC provides a tailored checklist and prepares applications.

No. A Super Visa is a visitor visa — it does not allow work. If parents want to work, they would need a work permit. The Super Visa is for extended visits (up to 5 years per entry) while they wait for PGP or instead of PGP.
PGP refusals can occur due to medical inadmissibility, insufficient income, or incomplete applications. You may have appeal or reconsideration options in some cases. VMC assesses refusal letters and advises on next steps.
Yes. Both Canadian citizens and permanent residents can sponsor their parents and grandparents, as long as they meet the eligibility and income requirements and are invited to apply through the PGP process.
