The Manitoba Provincial Nominee Program (MPNP) is the oldest provincial nominee program in Canada - launched in 1998, when Manitoba and Ottawa signed the first provincial immigration agreement in Canadian history. Since then, the MPNP has grown into a mature, regionally-driven program that nominates thousands of workers, graduates, and entrepreneurs each year. The program is administered jointly by Manitoba's Ministry of Economic Development, Investment, Trade and Natural Resources and the Government of Canada. Manitoba nominates candidates; IRCC makes final decisions on permanent residence applications.
MPNP operates through three main streams: the Skilled Worker Stream (for workers already in Manitoba or overseas with a Manitoba connection), the International Education Stream (for graduates of Manitoba post-secondary institutions), and the Business Investor Stream (for entrepreneurs). All streams except the Business Investor Stream use an Expression of Interest (EOI) system - candidates submit profiles, receive a points-based score, and wait to be selected through regular draws. MPNP issues Letters of Advice to Apply (LAAs) to selected candidates, who then have 60 days to submit a full application.
What fundamentally distinguishes MPNP from every other PNP in Canada is its mandatory Manitoba connection requirement. You cannot submit an EOI for the Skilled Worker Stream unless you can demonstrate an established connection to the province - through current Manitoba employment, previous Manitoba work or study experience, family or friend support in Manitoba, or a direct invitation from Manitoba through a strategic recruitment initiative. This is not a points booster - it is a hard eligibility gate. No connection means no application, regardless of your EOI score. In 2026, this requirement has intensified: every draw has been exclusively invitation-based, meaning Manitoba is selecting only candidates who were already directly invited by the province through its strategic recruitment programs.
